If your organisation didn’t have a CLNZ licence (or if it doesn’t have one now), then it could not copy the types of works covered by the licence without first obtaining the permission of the rightsholder (usually the publisher) unless one of the fair dealing exceptions in the Copyright Act applies and only in compliance with the limits given in the exception. This is the default position, and unless your organisation has other licences to cover other types of media, then it still applies to copyright works that are not covered by the CLNZ licence.
